I have localized pain to the touch in the area of my foot/ankle (medial malleolus area?) along with mild swelling and discomfort walking. What might be the problem? I am debating whether to see an orthopedist. Thanks.

In brief: See the orthopod

or your primary doctor to start with, meanwhile, try to rest your ankle, or rather don't stress that joint by exercise or weight bearing, and use some OTC NSAIDs, if not contraindicated for you, best wishes
