When lying in bed at night (and other times), my feet are very cold and doesn't heat up until after over an hour. What can the reason be for this?

In brief: Fairly normal

This is considered normal unless you are having numbness or pain when lying down that gets better when sitting up.
Factors that may make your symptoms worse are a sedentary lifestyle, exposed feet, cold ambient temperature. Exercise, warmer room temperature, and socks will all help your symptoms. Poor circulation is only considered if you have numbness / tingling, a non-healing wound or gangrene.
