In brief: Carotidynia-
There are a variety of reasons for pain when touching parts of the neck, like an inflamed lymph node, a growth, pressure on a nearby nerve.
However, there is a condition called carotidyina where pressure on the main neck artery (the carotid artery) causes pain. The pain is continuous, dull and throbbing , may stretch to the same side jaw, eye, ear and cheek. Cause unknown. Treat with nsaids.

But this need to be evaluated because it can suggest migraine or artery inflamation but also it can be tender because of the soft tissues around the artery like muscles and tendons that can also be tender. He needs the evaluation for there may be others sources of this pain as well.
