Recently had ingrown hair to inguinal area, went away but now an inguinal lymph node is swollen. Not painful or red. < 1cm diameter. Is this normal?

Requires examination. Undiagnosd enlarged lymph node requires medical attention.
"Normal" is wrong qu. Non-specific enlargement of a lymph node near any inflammation is common. Absence of pain or redness is reassuring, but continued growth is reason for consulting a Dr.
