What is making me have a dry scratchy throat?
Dry throat. Post nasal drip and nasal congestion can give you a dry itchy throat. Any medications that you take that dries your mouth also can add to your symptoms.

If it does, it does. If you have noted this association on more than one occasion, the answer then is yes- at least for you although this is not an expected reaction from PPIs.

Maybe GERD. This may be gastroesophageal reflux (acid reflux into the back of the throat); this can especially occur at night. You could try over the counter "acid blockers" like pepcid/omeprazole for a few weeks and see if it helps.
