Feeling dizzy, off balance. Have fluid behind ear, can this cause dizziness? What causes fluid with no infection?

causes dizziness since inner ear is sense of balance, use flonase [generic at wlmart only 8 dollars , 1 spray twice a day will help alot , give it 2 weeks , can combine with antihistamine/decongestant pill and oxymetazoline[afrin] or neosynephrine same way but only 3 days a week.
