Maybe. There are multiple eye diseases that can lead to vision loss that can't be corrected with glasses - people can have detached retinas, high blood sugar, bleeds in the back of their eye, blood clots in their vessels, macular degeneration are a few. If someone is having vision problems they should followup with an optometrist or opthamologist to make sure there isn't another problem.
