In general, can a dentist make a removable 2 unit partial denture that will not rest squarely on 2 bone grafted gum areas that are pre-implants?

A partial denture may rest on the teeth, the gums or both.
Your dentist will tell you if (S)he can make one for you that meets your description. Normally a completely tooth borne partial denture is a bad idea as it can adversely affect the anchor teeth, but perhaps it would be ok as a temporary measure.

If you have abutments both mesial and distal to the grafted area, it is pretty simple.
.. the appliance will be totally tooth borne. If you do not have a terminal abutment, then an appliance can be fabricated which covers your palate and clasps onto the teeth on the other side of your arch. This may rock when you bite down, creating excess stress on the abutment teeth. Do not wear while eating.
