An x-ray would help know and how bad.
It would be smart to get the x-ray as the big toe is important and useful when walking. If there is a fracture it would be prudent to know if it is in more than one piece and if the joint is involved. Ice it, and stay off of it until you see the doctor.

There is no way to know for sure without an x-ray.
However, if there is no obvious deformity then simply protecting it and resting it may allow it to quiet down. It it doesnt get a lot better in a few days it may be broken or have been partially dislocated. In which case, see your doctor for an evaluation.
