In brief: Not age related
The width of spinal canal is developmental and not acquired, usually less than 13 mm in an adult is considered narrow.
Its importance is that one is more likely to develop symptoms with degenerative disease of the spinal column later in life.

Some patients have short pedicle syndrome with a congenitally narrow spinal canal which will predispose one to spinal stenosis (narrowing) even in a young age.
In brief: Depends
How much narrowing, how does it bother u ? What is the cause ? Some people have narrowed canal from birth and have no complaints.
Others have lot of problems.
