Started using new under eye concealer 3 days ago. Burning, itching skin under eyes and under brow line. Swollen and red. Small bumps. No allergies.

In brief: Contact allergy

A 3-day lapse in onset is compatible with an allergic contact skin reaction.
However one cannot rule out entirely an irritant reaction from repetitive exposure to a mild irritant in the eye concealer. Try OTC hydrocortisone cream for a few days and see if this helps.
