In brief: BUMPY ARM SKIN

Cannot tell with out seeing what you have.
It sounds like a condition called keratosis pilaris. Have a dermatologist check it out. There are several salves and lotions that can help this.

In brief: Keratosis pilaris

Chronic dry skin , rough to touch, embarrassing like you said.
Best recommendation is to use apricot scrub and any moisturizing cream or lotion.Takes a long time to clear but will eventually resovled through time.

In brief: Get seen

If you are embarassed by the rash, see your physician.
It can probably be treated but that is not possible over the internet.
