In brief: Behavior usually

Many babies will hold breath when upset or startled.
Some have irregular breathing with periods of not breathing when asleep. Some may hold breath during feedings or immediately following perhaps due to reflux. The condition is usually benign and will resolve with time but may become a method of getting attention.

In brief: Breath holding spell

This is characteristic of breath holding spells (age of the child is atypical, usually seen around 18 mo) although it can be seen earlier. Make sure that child's surroundings are safe and pay as little attention to the behavior as possible.
Because the behavior is not enforced it will gradually become less intense and will fade away.
