Is it possible for puberty to stall? My almost 18yo son's voice stopped lowering and facial hair stopped developing yet both not fully developed.

In brief: Possible but rare

Once puberty starts it rarely stalls.
A problem with the testes or the pituitary gland could explain this or it could be a normal variation. If you are really concerned he could get some tests ordered by his PCP which should include LH and FSH (pituitary hormones regulating puberty) and testosterone and if those are normal you need not be concerned but if abnormal he should see endocrinology.
