Is there a toothpaste out there that treats/repairs gum recession and teeth sensitivity to cold?

In brief: Gum recession

Toothpaste will not regrow gums, but some toothpastes are formulated to reduce tooth sensitivity.
Recession may be due to improper or overly aggressive brushing, gum disease, and/or malocclusion. Please see a gum/bone specialist, a Periodontist. If teeth malpositioned may also need to see an Orthodontist. There's no OTC that will repair damage that's already been done.

In brief: Sensitive teeth

There are many toothpastes that will help with sensitive teeth, all available at your pharmacy.
Regarding gums that have receded, you will need to be evaluated by a local dentist to determine the cause of the recession and treatment options. Sensitivity can also be caused by cavities. Those need to be restored.
