I would make sure there is no medical reason why you are not healing. Gentle frequent touching and stimulation of foot can help with crps. Find a very good therapist to help you in addition to appropriate specialists. Change your shoe wear before considering any surgery.

In brief: Another opinion????

It's a whole lot easier and safer to make changes with the boot and existing treatment plan than to make surgical changes to yet another area of the foot.
Getting a new set of eyes on the problem may also help.
