In brief: Normal

One breast is normally always bigger than the other after development as Mother Nature never gets it exactly even.
The breasts have an "axillary tail" that runs into the arm pit normally and is connected by a ligament called Cooper's, thus the term" Cooper's droop" for sagging breasts later in life.

In brief: Need an exam

Having one larger breast is usually a normal finding.
However, if this is something knew for you, its best to get a breast exam and imaging to make sure there isn't a mass enlarging one side. Best wishes!
