In brief: Yes
When something hits a small child on the head or when she falls on her head from a distance of less than 5 feet, cries right away, the chances of any internal brain injury are very very small, as shown by a study at the er of a boston hospital some years ago.
So you can be reassured and go on loving her.

as with any closed head injury, even if there are no physical findings, need to watch your child for the next 7 days for excessive vomiting, fussiness, irritability, uneven pupils, gait change or lethargy and speech slurring.all is well if negative. To ER, if you see any of these signs to rule out internal injuries.Mostly slim, though.

The chances of the last few symptoms cited, such as uneven pupils, gait change, lethargy and speech slurring following the above head injury are pretty much slim to none. In 7 days, she may have vomiting, fussiness and irritability from other causes, such as the gastroenteritis that has been going on in Southern California. So I would call the pediatrician rather than take her to the ER.
In brief: Yes
If there was no loss of consciousness and acting normal with no symptoms i would just watch.
This is minor injury.
