Could this be a UTI? Feels like I'm leaking urine (nothing there when I look though) slight burning around vagina, but not during urination.

In brief: Unlikely

Usually, a UTI would cause pain with urination.
There are exceptions to every rule however, so if you're concerned, see you primary care doctor.

In brief: Possible

sensation of urination or need to urinate could be sign of a UTI.
At the least you should have a pelvic exam with a gynecologist and a urinalysis done (microscope analysis of your urine). Vaginitis is also a possibility but would be best determined with an actual physical exam.
