I just finished my 1st pack of birth control pills and will start 2nd pack soon. Are condoms still needed during the first 7 days for pills to work?

STD prevention. If you are not in a mutually monogamous relationship then condoms are needed to minimize STD transmission.
Not necessarily. Condoms are advised to use when you first start any birth control method for back up contraception since it takes 7 days for any contraceptive to effectively work. Thereafter condom use is encouraged for prevention of STD transmission. Once you are continuing your birth control using a condom is your personal choice.
