In brief: Yes

If you have already been diagnosed with true migraines, a sinus infection can indeed bring one on, just as any other illness, stress, diet change, sleep deprivation, etc can bring one on.
Occasionally migraines can FEEL like a sinus infection and vise-versa, too. If you are not sure if you have migraine or sinusitis, you should get examined.

In brief: Sometimes but...

Sinus infections can sometimes be a trigger for migraines but there are various other triggers as well that could be contributing that you might have to look into.
If you have a history of poorly controlled rhinitis symptoms I would consult with an Allergist first and see if better treatment reduces migraine reactions.
