Possibly started as. You described a draining abcess, a walled off inflammed skin infection. It may have initially been a pimple (comedome), that was scratched and bacterial growth took over in it's compromised state. Open and draining is good. If the problem is limited to hair bearing areas (e.g. the pubic area, scrotum, etc), then probably you have folliculitis (infection of hair follicles, maybe ingrown hairs) , especially if you have been shaving the area.
