Bags under eyes can be due to genetics, aging, allergies and other factors.
Easy solutions include topical treatments, allergy meds, peels, etc. Easy solutions, alas, yield mild results. If the bags are severe, these treatments will not solve the problems and more aggressive treatment (like blepharoplasty) may be indicated if you are interested. This would be cosmetic issue primarily. Good luck.

Sounds like the 1st answer is either a surgeon or an ophthalmologist.
Why not just simply see you primary care doctor first to see if they can come up with a good plan of action for you before going to an "occuloplastic surgeon?!?!" I do agree with getting a good nights sleep and limiting alcohol intake. But it could be allergies or ? See your regular doctor first!

Usually the protrusion under the lower eyelids happens with age and people who are genetically prone to weakening of the tissue that holds the fat surrounding the eyeball causing it to push out and bulge. The treatment - lower eyelid surgery or blepharoplasty.
