Normal spirometry moderately impaired DLCO. Does this mean COPD?

Not definitive. This does require interpretation by your doctor because there can be other reasons to have an impaired DLCO. Other criteria that need to be met in order to diagnose COPD and/or Emphysema.
Probably not. COPD would be found on the spirometry section most always. A low DLCO can be from other causes - emphysema is one, but pulmonary hypertension is a common cause and usually there is a normal spirometry with this.
