Itchy, malodorous (smells like mildew) rash on left groin area. When I scratch the area, skin comes off easily in flakes. Antifung/bact has not worked?

In brief: Keep clean and dry

If the inflamed area is in a skin fold and not in contact with the air -- for example, if you are overweight -- then keeping the area dry probably is more important than anti-infective creams or ointments.
In fact, creams or ointments might make it worse. Frequent washing and cornstarch or talcum powder might help. Otherwise see your doctor or a dermatologist for professional advice.
