In brief: Infection

of the eyelid or glands is most likely.
You should wash the lashes thoroughly with 1/4 strength baby shampoo whenever the crust forms (at least daily) and apply warm compresses at least 4x daily. If it doesn't get better with this approach, you will need to see a clinic to get some antibiotic ointment.

In brief: Tear sac infection?

You should definitely see an ophthalmologist to be evaluated as it could be a dacryocystitis (infection of the lacrimal or tear sac) which can progress and be serious.
Classically, this disorder presents with tearing, discharge, and a tender swelling in the inside corner of the eye, between the eye and the nose.

Can also be a tear duct stone! Either way it's blocked, and needs attention and be treated with antibiotics and possible drainage. Time to see your eye doctor!
