CT SCAN of abdomen says, the dome of the liver is partially excluded. The liver is normal in size and attenuation, on noncontrast image. What does it mean?

Didn't get to see it. "Excluded" means it wasn't in the pictures. Somehow, the tech or someone made a mistake and didn't get enough pictures. The abdomen starts at the diaphragm (which covers the top, or dome, of the liver on the right side). A CT of the abdomen should go from the diaphragm through the pelvis. However, in your case they started lower down - missing the top (or dome) of the liver.
