Ideally your sugar should be between 70-99 *before* breakfast.
If your sugar is 100-125, you are having more trouble handling sugar but do not have diabetes. If your sugar is 126 or more on two occasions, then ... It's diabetes time.

Normal fasting blood glucose is below 100mg/dl.
But if you have diabetes, the recommended fasting glucose goal by american diabetes association is between 70-130mg/dl provided you don't have hypoglycemic episodes. If you are a diabetic and at risk of hypoglycemia, your goal should be 90-130mg/dl.
