Depending on the nature of the spots (are they blood spots or inflammation causing the blood vessels to be more apparent) it is less likely related to blood pressure.
If the blood spots are in the retina in the back of the eye, however, there is a higher risk. See an eye doctor for a dilated examination, and have your blood pressure checked as well.
