One testicle almost always hangs lower than the other; this is normal in all men.
(Most commonly the left is lower, but it can go either way.) I'm guessing it's always been that way for you and you're now just looking more closely. Hernia surgery is not likely to make much difference -- but even if it does, it's not a health concern.
