NO. NO. BECAUSE THE SURGEON NEEDS THE PATIENT MUSCLE TO BE COMPLETELY RELAXED ,AND THAT IS DONE ONLY WITH GENERAL ANESTHESIA. IT COULD BE DONE UNDER REGIONAL/LOCAL AND IV SEDATION BUT NOT EASY AND NOT PAINLES,NOT VERY SAFE.
