When the infection is just in the bladder and urethra, this is called a lower UTI. If it travels up to affect one or both kidneys as well then it is called an upper UTI. I don't know percentages, but UTIs are uncommon in men under ~40 & very rare in men your age (21), mostly due to known urinary tract problems like congenital anomalies, surgery, injury, etc.
More common with rising age, due to more frequent predisposing factors like prostate enlargement and kidney stones. At age 21, UTI symptoms usually are due to STDs, especially if there is penile dishcarge
