Is it okay to rub isopropyl alcohol on head for razor bumps? Will it be able to dry out the razor bumps?

In brief: Not effective

Best to use non alcohol containing facial moisturizer. Also shaving with, not against the direction of hair growth can reduce irritation from shaving as well.
Softening hair with warm, moist towel prior to shaving or shaving in shower also helpful.
