In brief: Sometimes

Satusfying sex can afford a release of tension that makes it easier to relax and sleep.
Yet the best sex involves a close, secure, playful, and erotic relationship with the person you love; in which case this is truly making love.

In brief: Only temporarily

If you have chronic anxiety and sleep issues, it is likely that you are suffering from emotional problems that can only be temporarily alleviated by the pleasure and relief of having sex.
I suggest that you speak to a psychotherapist about your anxiety and sleep issues, and get help & understanding to address the underlying emotional and/or relationship problems that lead to your anxiety.

In brief: Potentially

With the caveats mentioned by Dr Dexter, sex can be good for both sleep and anxiety.
After orgasm, the hormone prolactin is released, which can promote sleepiness and relaxation. Oxytocin is released, which promotes bonding. Sex also has potential for activating the brain's pleasure and reward centers, and being close (when both partners feel safe and want to be), can ease anxiety and stress.

In brief: Yes. Sex produces

tons of changes in the brain, including the release of endorphins, which lower the experience of pain, generally, AND, alter one's mood, usually in the direction of lowering anxiety.
Plus, if the sex is good, there should be pleasant feelings afterwards, including fatigue--all of which are somniferous.

In brief: I'm a guy so...

Sex is good for everything right??? Now that I've gotten that out of the way.
It can be. The release of oxytocin will help men sleep. Masturbating or daily sex to induce sleep and calm down after an anxiety attack may indicate a need for some other skills and techniques that would accomplish the same level of relaxation. Thereby you can maintain intimacy with a partner instead of a "sleep aid".
