In brief: Pregnancy

A pacer alone would not contraindicate a pregnancy.
The whole condition of the patient needs to be considered in such a recommendation. You don't say why you see a pulmonary physician. You should have your doctor(s) put your whole status together to make a recommendation regarding pregnancy.

In brief: Depends on problem

The answer depends on the underlying cardiac disease and the current level of control.
You would need to get clearance from your Cardiologist and Pulmonologist. Then see an obgyn with experience caring for women with whatever cardiac disease you have.
