My girlfriend got a cist removed from her lower back a few months ago, and the doctors never scheduled a time to remove the stitches and the skin has grown over them. But the skin doesn't look nasty, or infected, she does say it feels sore.

Some suture material can be absorbed by the body and do not need to be to be removed, but many types of sutures placed on the outside of the skin are not absorbable.
Your sister should talk to the doctor who removed the cyst and find out if the stitches should have been removed, and/or if they should be removed now. The longer she waits the more risk that she will have problems
