The absolute best time to take a birth control pill is when it's convenient for you to remember! These should be taken relatively at the same time each day, such as before bed, upon waking, etc.
If you aren't able to remember daily, set a phone alarm or keep them next to your toothbrush, assuming you brush your teeth once a day. There is no health benefit as far as time of day is concerned.
