I had over 10 cortizone (hydrocortisone) shots in each foot in a 3 month span. My foot pain is worse then ever. Could those shots have caused damage?

It really depends on what the cause of your foot pain is, what have you been diagnosed with.
Over time, cortisone can cause the bone to thin out (osteopenia), but it's unlikely that would cause your foot pain. 10 cortisone shots in each foot sounds like a lot, but without a diagnosis, its hard to suggest what the treatment should be.
