Itchy bumps that look like mosquito bites all over legs, new ones pop up. It's not a mosquito bite because there is no bug on me.

Dermatitis. Most likely a contact dermatitis from something that was in contact with your legs or possibly a lotion that was put on your legs. See a health provider if it worsens or persists.
Dermatitis vs. Hives. Could be dealing with either contact dermatitis or hives. Sometimes hives, especially cholinergic urticaria can look like small bumps rather than typical large wheal and flares.
