I had surgery on my left wrist on the 11th. The orange stuff they used caused a very itchy rash and I told them I was allergic to betadine. Any ideas?

In brief: ? iodide allergy

It sounds like a possible allergy to iodides (iodine-containing substances).
If there is a rash in areas which were coated by the "orange stuff", that represents a "contact dermatitis". Contact the surgeon to confirm it was an iodinated substance, and note for the future your iodine allergy.
