Can old (10yrs) shallow water diving accident (neck fracture) cause irritable bowel syndrome years later? Never had problem before fracture.

In brief: Probably not.

There's likely no relation between an old fracture & IBS, unless after the fracture you changed to a less healthy diet and continued it.
IBS often shows up in middle age (early adulthood), & is related to long-term poor eating habits (High fat, high protein, low fiber diets). Other factors make it harder or easier to control too. Make sure other causes of diarrhea/constipation have been ruled out
