A primary care physician can certainly prescribe Adderall (dextroamphetamine and racemic amphetamine) if in his/her judgment the medication is necessary.
He/Her may need more information from the other doctor such as medical workup, psychological testing, and contact with a psychiatrist if any question is left unanswered. The prescription it self will not be enough for the doctor to write a prescription for you.

Yes. Primary care physicians and nurse practitioners can prescribe a full formulary of medications. However, they get little training in mental health and addictions diagnosis and treatment therefore possibly not the most qualified to prescribe Adderall. Some may refuse to prescribe it without a minimum of a consultation with a qualified mental health provider or notes from such.
