Almost certainly not. The symptoms you describe are much more like to be caused by a) pressure on the nerves in your arm, b) pressure on the blood vessels in you arm, or c) pressure on the nerves in your neck, going to that arm. Brain tumours usually present with seizures and/or weakness which doesn't go away.
