What are some food that I can eat that's high in protein and fat but low in carbs? I always come up short in protein and I use calorie trackers.

Nuts may be best bet. Don't know whether you are looking for snack or regular foods. Of course meat would be the obvious answer, but nuts contain very good fats as well as significant protein. Almonds and walnuts are probably best. So do cheeses. Of course they have calories, but you do need fats and calories at your age to continue to develop normally.
