Bleeding w/ cramps, should be 7 wks according to lmp but dr says I'm 5 wks, no heart beat detected, also found small cyst, early? or miscarriage?

In brief: Too early

It is common to not see an embryo heartbeat until six weeks by vaginal ultrasound.
A small cyst is usually present in early pregnancy as it is that cyst that is producing progesterone and maintaining an early pregnancy until the placenta begins making progesterone at about 13 weeks. A repeat ultrasound in 2-3 weeks should clear up what is going on with this pregnancy.

An ultrasound showing a 5 week gestation with no heart beat when you are 7 weeks by your dates could just mean that you conceived later that you thought and the cyst could be a normal corpus luteum or, especially with the bleeding and cramping, could represent a pending miscarriage.
Serial HCGs and/or ultrasounds or simply time should tell. Best wishes.
