That means ~8% of negative tests will be falsely negative, or that for every 12 negative results, one will be incorrect (actually positive). If you have risk factors for HIV, repeating the test every 1-3 months is recommended. Condoms are best prevention

I agree with the recommendation to repeat the test if you have risk factors for HIV. The 8% false negative rate applies IF you have HIV, when 1 of every 12 times the test will be falsely negative. If you don't know your HIV status, and you get a negative test, then your chance of having HIV is low (much lower than your risk before testing, even if you are in a high risk group).
