Hi, I have a slight cold a bit of a snuffly nose but no sore throat or cough, I just brought up phlegm and there is blood in it? Streaks of blood?

Bleeding from the nose due to superficial irritation associated with viral URI may occur, and its dripping from the rear of the nose into the nasopharynx may produce small amts of blood in phlegm.
If, however, this gets worse or persists beyond the time that the cold clears you should go and be seen by a doctor. Wish you better soon.
