I have flakey peelng skin on my hands after using any kind of soapy water, any idea what it may be?

Could be plain old dry skin from soaps stripping away the moisture especially if you wash frequently.
You can try to decrease the frequency of washing and replacing your soap with a cleanser like cetaphil sensitive skin followed by a quality moisturizer like cetaphil or aquaphor. Using aquaphor covered with white cotton gloves or a sock overnight helps. If this doesn't work see your dermatologist.
