In brief: Eczema

It could be eczema or warts, or an allergic reaction to something.
Rashes are best treated in person so the doctor can see and feel to determine what it is.

In brief: Contact?

There are lots of chemicals/fibers/metals that can cause a contact dermatitis.
-which is a rash caused by something you are allergic to coming into contact with the skin - causing a red, itchy rash - sometimes its a necklace, or a new piece of clothing, or a new detergent or softener in the laundry - try to isolate these and withdraw one at a time and see if rash is better - then avoid! good luck!
