Can you please explain why increasing your heart rate is good during exercise, but not during stress?

In brief: Heart rate

Increased heart rate during stress is also a physiologically normal response.

Has to do with how fast you get there and how long you stay there. Stress related increase in heart rate is caused by a different yet well defined and pathophysiological mechanism. The exercise related one leads to release of more desirable substances than does the stress related one.
